I believe that captains should be limited to a certain amount of power that they can to rule the ship, and to keep everything in control, and to keep thing running. For example, a ships captain. A ships captain has some rules that he of she can't break on board the ship, such as whipping all of the crew members, and all of the sailors on board, so that they can not risk the voyage, or the trip at any risk or cause. Also they can't whip or kill any sailors on the boat, or harm them really bad, so that they are in critical condition, or if they are dead.
