I believe that thew captains of ship should have more limits on their power. Captains shouldn't whip their crew members for slacking for long times, because I believe that such a small setback isn't worthy of a whipping. If someone was slacking for a long period of time then they should get extra work time, but not a whipping. Captains already can't punish any crew members by death and can't endanger the voyage in any way. Captains shouldn't be able to whip unless a crew member is endangering the voyage, by maybe fighting with other sailors.
Also, crew members should have some rights. If the crew didn't have any rights how is that fair. The crew should be able to take short breaks without getting any punishment if they are tired. All men have to rest sometimes! They should also have the right to be able to talk back to the captain if they are telling the captain something that the captain blames them for something someone else did.
